Comments (3)Sorry, but I don't know or grow this plant (did so only very briefly), so I'll defer to other on this & Fred's suggestion sounds like a good start. But a caution, if you don't know, when you do cut it back (or for accidental breakage), best wear gloves or be extra careful to wash up & not touch your face 'til you do. If this is Euphorbia tirucalli, the white sap it exudes when cut can be a skin irritant. If its size is becoming an issue, there's no law that says you MUST repot it larger; you could keep it in the same size pot, & perhaps control its size SOMEWHAT by doing so....See MoreEuphorbia Tirucalli/Pencil Cactus-'pencils' falling off
Comments (6)The water requirements of any indoor cactus is determined the amount of sun light it gets,which you did not mention. Cactus receiving 5,000 foot candles, the measure of light, which is about 1 foot from a south facing window, should be watered every 3-4 weeks. Greater intervals with less light but at least once every 2 months. To adequately moisten/wet the soil in the pot, place the pot in a container with enough water to just cover the pot, allow time for the soil to absorb all the water it can hold, remove from the water and allow to drain. Comments (3)I would give it a good soaking,and if it doesn't perk up, check the roots. Either way, repot into a better well-draining soil mix with NO SAND. Use half soil, half perlite. Comments (2)The lighter colored skin in the yellow oval is typical. It doesn't look like a problem. It seems to be a reaction to the cactus skin being close to the moist soil mix. I think that's just corking or something like that and that is a common issue with cacti as they age. It doesn't look nice but doesn't really harm the plant. If the skin becomes a different color, is softer, and looks wet inside then that is rot and you should worry about it. The area in the orange circle is a bit concerning. It doesn't look rotten but it does look like maybe you let the rootstock go a bit too long without water so the rootstock has died back a bit at that top edge. Keep an eye on it. Mainly I'm concerned about it because it is close to the graft between the two plants. I'm not sure what happened to the edges of the rootstock but it looks like corking- the same as the base. The picture is out of focus but so far the top red Gymnoclycium looks OK....See Morerina_Ontario,Canada 5a
