Propagating apple tree from root cuttings?

Many years ago, I planted hundreds of apple tree seeds. I figured that ones that didn't make good fruit could be used as rootstock. Most of the seedlings didn't make it, but a few did. One in particular is very nice tree: no scab, fireblight or crown rot, very healthy, extremely strong rooted and grows perfectly straight up, no suckers, fruit is okay but nothing special. In my opinion, it would make an excellent standard-sized apple rootstock for my orchard. The problem is that it doesn't sucker from the roots so I can't propagate it that way. And neither hardwood nor softwood cuttings will root either. I took about 30 root cuttings this past spring and planted them and only one grew, but one is better than none. So I am guessing that root cuttings is the best way to propagate this tree, but maybe someone can give me some pointers on the best time to take apple root cuttings and the best way to grow them so that I can get a better success rate?
