Use CLEAN knife. Let it dry (maybe for few days) Put into dry ground. Its very easy. I did it with my echeveria ;) NO WATER! Will rot.

Pls. before doing anything 'straight away', read up around here on soils (that which you are using isn't fast draining enough for that plant).

When you cut, cut below the rosette (head) leaving 3 or 4 inches or stem & leave it out a day or 2 to callous.

In the mean time, you can correct that soil & then plant it. DO NOT water it for a while until you see new growth (it can take it I assure you).

I would leave only about 2" (5 cm) of stem at most Looks like there are already roots forming on it. After the cut dries and you plant it, the rosette will form a new root system quickly. You can also just leave the rest of the stem in the pot--it may produce some new rosettes, if you are lucky.

After beheading and letting it callus, pls. pot it up into more mix - I don't know why so many ppl put so little potting mix into pots, letting plants sitting so low inside of the pot.

Right, Rina. I think what happens is that over time the soil compacts making it too low in addition to possibly having been potted On the low side in the first place.

That soil isn't ideal, but somehow you've kept it going for a long time in that mix. The stem is exceedingly long, but weirdly, the rosette doesn't look etiolated.

Maybe you should proceed with caution. It looks like the plant has benefitted from your neglect. It's probably survived in that mix because you almost never water it. Don't make the mistake of loving it to death now that you've taken an interest in it. It's so easy to over-water succulents.
