How to save Spanish lavender

I got 3 Spanish lavender plants that were dug out of someone's yard. My husband put them into pots with basic potting soil and we've put them in partial shade and been watering them.

They came to us with very dry foliage, but that's to be expected because it's August!

also I'm not sure what the roots looked like because my husband replanted them. He said they were dangerously dry (In his opinion).

Eventually we'd like to plant them in our parking strip, but for now I'd like them to survive in the pots.

We live in Portland, OR zone 8a I believe.

Is there anything I should do to help them survive?

Should I trim the dead flowers and dry leaves? Give them more sun? When is ideal to plant the in the earth? Any tips would've appreciated :)
