Begin as you mean to go on. If you're going to grow the plant in soil, start it in soil. Plants can grow different kinds of roots, specialized for conditions--air roots, soil roots, water roots. If you start a cutting in water, it will have to spend extra energy adjusting the roots when you pot it up.

With Ti and plumeria, I just stick the cutting in a pot of soil, but I've never had luck with ginger cuttings. I think you really need at least a little piece of root. But once ginger gets started it's hard to get rid of!

There seems to be 2 trains of thought on rooting a Plumeria cutting. #1 make a fresh cut with sanitized cutter. Clean cut end of stalk. Dip into rooting hormone. Plant in fast draining mixture medium. Give a good drink of water and do not water until a full leaf has sprouted. #2 Fresh cut. Clean end with Hydrogen Peroxide until all white sap is gone. Wrap bottom with Saran Wrap and tape or rubberband around stalk. Place stalk someplace where the bottom gets warmth( Some people put on heat mat. Some put in empty black pot and leave on warm concrete). After a few weeks, the bottom should be calloused over with a thick, white to light brownish covering. Carefully remove tape and Saran Wrap. Apply rooting hormone. Plant in fast draining medium. Give a good drink and don't water again until you see full leaves.

I have propagated dozens of Singapore Plumeria dwarf. All I do is cut thumb size branches and let dry in the sun for a couple weeks. Then I use rooting hormone at the cut end. This is then placed in potting soil about 6 inches deep. Let sit for one day and then water the next day. After watering the first time, I won’t water for another week then I water twice a week until leaves pop up about a month later.
