Aloe Vera bug problem

Hello,

I'm brand new to this forum. I consider myself relatively green-thumbed. (Okay no I'm really good with plants and gardening) but one plant that continues to not perform well is my aloe Vera.


I tried every soil and kinda settled on a mix of cactus mix and tropical plant soil at about 3/4 cactus mix 1/4 tropical and it seems okay.

l barely ever water the thing and it looks okay, the issue is the reoccurrence of these wee bugs! I looked it up and they are scale? I keep having to pluck them out with a q-tip and it's quite time consuming and they just keep coming back!

I tried spraying soapy water but that only gave the plant some small black mold spots.

The plant you see there is 2 babies I've replanted completely last spring. They seem to be doing well but .. Wee bugs/Crustacean things are still coming back!

I've also recently moved to a condo and it's not getting the nice bright sunshine it used to get. Should I place the aloe outside on the balcony? Do you think that would help her?
