How to have a gorgeous flower garden along a fence (4, alk, aft. sun.)

I just found out that if we want a full privacy fence, it has to be 15 feet back from the sidewalk. *Sad* In order to not feel like I've totally wasted that yard space, I want to plant a flower bed. A gorgeous, striking, stunning, people-drive-from-across-town-to-look-at-it bed. Something that has the same feel as this, (Flower garden inspiration) preferably for as much of our season as possible (which granted, in zone 4, isn't much). It's in zone 4, it has slightly alkaline soil, and it will get afternoon sun (the garden will face south). Also, how do you do that without having it be full of grass? I can't keep a bed that big degrassed by hand, so how do you keep it down?

Obviously, my first thought was irises. Beyond that, though, I start to get nervous. I know it's a challenge, but I'm betting there are people here who know how to pull it off. What are your thoughts?
