What should I do with my 9 foot African Milk Tree (Euphorbia trigona)

I have a 9 foot tall African Milk Tree that needs to be moved and re-potted and probably trimmed back. If anyone has any tips on what I should do with it I'd love to hear them.

The top is quite full, though after a year of neglect (housemates who didn't think it needed to be watered) some of the branches have fallen over, but the bottom is looking a little sparse. It can't really support its weight and leans against the wall for support.

I'm
thinking of re-potting in a bigger heavier pot, cutting off a bunch of
the top and replanting the extra branches around the bottom to fill it
out. Does any one have any recommendations?
