Newly laid sod 3 months later: dead or just slow to take?

We moved into a new construction about a month after the sod was laid. At the time, the sod was brown and brittle. We were told that's "pretty typical" and watered according to instructions.

Fast forward to now: 3 months after the sod was laid. While some has started growing there are still large chunks that are either brown or just spots of bare dirt. Some of the spots that have started to "green up" on closer look appear to be a completely different type of grass or just weeds springing up.

The builder came out to inspect and again just told me that it's "normal" and to wait a few more months. Is this the case? Or is this sod just dead?
