Looks like plain Hoya carnosa to me. But I don't know much about them.

They probably need to reach certain size (and get adequate light) to bloom well.

Hoyas form flowering spurs, after they bloom do NOT cut off these spurs, they will keep reblooming from these spurs.

And the spurs look rather odd if you aren't familiar with them. A bit like short lengths of knobbly dead twig sticking out.

We have bigger cuttings of the same plant at home, this is just cuttings I made for my office. The leaves on the plant at home seem a little bigger than the ones at the office, probably because there's enough light at home vs just fluorescent light at the office. My mom now knows not to cut off the spurs.
