If you can pot it up to a larger pot, and get it outdoors in summer (acclimating to part sun over a month's period), it will likely grow a lot faster and larger for you, unless you do not want it larger. Eventually there will be many leaflets per petiole (stem). Leaflets are very tough and stiff on this cycad - thus the nickname 'cardboard palm'.

There are hundreds, if not thousands, of Rhododendrons: species, hybrids and cultivars. Unless you know your neighbours have exactly the same plant comparisons are not meaningful. Apart from which yours might just be younger.

Hard to say, it looks like a sedeveria or graptoveria of some kind. Very pretty though! Luckily, this is all you really need to know in order to care for it. I would google both types until you find a match. Obnoxiously well draining potting medium, protection from frost, lots of sunlight ought to do it. From the looks of the rosy tips & compact rosettes, it's already accustomed to a good bit of sun, this is GREAT!! Good luck with it 8D
