Steeply sloped, messy "lawn" - suggestions? (zone 6b NY)

We are buying a house that is built into a steep slope facing west. The house itself is bordered by 6-8' of flat lawn on three sides. In the back, the flat portion is a cement patio, which stops at a retaining wall, and then the backyard rises steeply. Both the flat and sloped portions have been somewhat neglected, so right now, this is what we're dealing with:




It's hard to see from the photo, but the larger part of the backyard (photo 1) has a flat area cut into it about halfway up. That is the only area I can possibly imagine mowing - the rest is very steep. What is the solution, if we want to keep grass back there? Weedwhacker to trim? Is there a groundcover that might be less of a hassle to maintain (and look better - currently there's a ton of weeds/clover in the grass). Thanks in advance for your input!
