Hey, doesn't look as bad as the title suggested, it's certainly alive and growing.

Now I'm sure everyone would say to put it in a bigger pot, and so personally here's what I would do:

I'd find the largest clay saucer you can get your hands on. I'm looking at one right here that's a foot in diameter and 3" deep, it only cost me a couple bucks. That should be quite over-sized for your little guy. I'd take my 1/2" masonry drill bit and put a hole in the center. I might also suggest a pond basket of roughly the same size, altho I don't have much experience using those personally, it would more than do the trick.

Next I'd prep a soil mix that's mostly very coarse sand, small wood chips, and turface if you got any. I'd transplant that juniper into the dish so the roots are spread out evenly as flat and wide as can be managed, and I'd bury the roots in that mix making sure it's sitting rather high on a mound, piling that soil on so the saucer is heaping. Small stones ontop to weigh down and prevent too much erosion and make watering kind of easier. I'd put the whole thing outside, moving it every few days where it can gradually get more and more sun exposure (unless it's already been used to sun recently).

The idea is it will have excellent drainage so you can water and fertilize often, and there will be plenty of room for lateral root growth without having excessive root depth that would just have to be pruned later on anyways. That just seems like the most efficient way to go.
