Tomato plant is probably hornworms. They are very hard to find because they blend in so well with your tomato plants leaves. Citrus tree, possibly grasshoppers, that is my #1 leaf eating bug on my citrus trees in my yard.

Earwigs are another pest that like to eat citrus leaves.

So do butterfly caterpillars. Look and see if you can find something that looks like a giant bird turd. They will eat small trees out of house and home.

Also, loosen those ties, they are meant for shipping only.

Do you have deer in the area? I've seen them nip off whole leaves like that, leaving the stem. In my area they tend to leave the citrus alone, but there are lots of roses in the neighborhood, which they prefer. But some people have had them eat their citrus. Just an idea.

What area do you live in? You might better be able to determine what it is . In my area it's usually slugs

Thanks for all the tips. I live in Pleasanton, CA. Deer is unlikely since the plant is in the patio and the door is mostly locked! It could be one of the caterpillars or slugs but I don't see any activity during daytime. I have inspected the plant over and over.. Whatever it is, seems very hard to detect. For my tomato plants, I did see hornworms last time but with hornworms I would see half eaten leaves and lots of black spots on the ground. Not this time. Also, this time the leaves seem to have been eaten completely! Not a single half eaten leaf.. It is almost as if someone has plucked the leaves..

I vote that it is birds. Big pesky ones collecting stuff to build nests & munch on for water. Birds denude my tomato plants and fly off with all manner of my landscaping other than cactus. What you're describing sounds like their handiwork.
