Hippeastrum bulbs not forming roots

I've grown Hippeastrums in pots for several years but last summer I planted them all out in a garden bed. They grew well over the summer and then in the fall I dug them all up and stored them in sawdust in my basement for the winter. A couple weeks ago I planted them all back out in the garden again. Now several of them are already sending up flower stalks but I can easily pull these bulbs right out of the soil because they have not put out any roots. Is this too be expected? Will they put out new roots and leaves after they bloom? Does anyone else dig and replant Hippeastrums seasonally, if so what is your typical timeline of plant growth and dormancy? I live in the Shenandoah Valley of Virginia and low winter temps sometimes dip below 10F occasionally on the coldest nights so I can't leave them in the ground year round. My bulbs have created a lot of offsets and I'd like to eventually have many mature bulbs but don't really wanted to shuffle loads of pots around.
