HELP! My plants are naked!!!!

I planted a vegetable and herb garden just under a month ago. A few days ago, I noticed that one of my baby heirloom tomato plants had lost all it's leaves. Troubling, especially since there were no dead leaves around it to examine. I also noticed some small spots in the soil where the dirt had been pushed around. Huh. Well this morning I discovered the culprit...

I have a bird who is stripping all my plants bare. He has already COMPLETELY removed every leaf from 2 heirloom tomato plants and one basil plant and has come back 3 times this morning alone to get to the others. (Although, I will say he is not a fan of my peppers and other herbs.) I've chased him off with a broom all morning (that bird is BOLD), but this is obviously not a permanent solution. ;) What do I do? This is my 3rd year gardening and I've had issues with birds eating tomato fruit before, but never completely demolishing baby plants. SO frustrated.

Also, are the 2 little naked plants he's gotten to dead? Or is there hope for them?
