Lavender flowering "vine" St. Petersburg, Fl.

Hi. Looking for ID on this ... hard to tell if vine or shrub, as found in overcrowded plant collector's back yard with no real room to grow normally and sprawling all over. Looked as if growing on arbor but was climbing on another shrub & tied to neighboring stuff. Lavender/bluish flowers, like small, lobe-petaled pinwheels, in large clusters.

They were in the process of fading and developing a greening cast. Rough textured (sharkskin-like) dry appearing leaves and bark. St. Petersburg, Florida. (Zone 9, 10.) I think the owner mentioned a common name that included the word "Queen's ..." She also said it created volunteer seedlings.
