Ammending feral soil

We purchased a greenhouse that has nursery tables, and fabric covered soil in it, and are beginning the process of converting a portion of it to grow in-ground. The ground has been covered by 6ml fabric since the 80's, has no organic/living matter (other than ants), is compacted, and is bone dry. We've received our soil test results and amendment recommendations, and are in the process of creating compost. It's actually really difficult to buy large quantities of compost where we are, so this is a hard amendment for us to add right now...
Soo, what tips do you have on how to get started on breaking ground? Should we wet the soil before turning (no-till, will be using broadfork)? Any organic matter like grass clippings or avocado leaves we can mix in with the amendments we've been told to add? TIA!
