Succulent Root Rot?

So I've been trying to understand these dessert beauties but I'm having a difficult time understanding if I'm overwatering or underwatering. I think I've been underwatering. When I first got them roots were strong and healthy and know they seem dry and not present.

-Should I behead them and start from scratch? Are they saveable?

-Do you think the other are ok I didn't want to remove the others to check their roots b/c I'm afraid to?

-Also the dirt when I've watered it seems only wet in the surface when I dig into the dirt it seems super dry. I have a cacti dirt and charchol mixer. Is this to dry for the succulents/cactus and drying out the roots since the water might not be traveling. (Side note I have an old windrow screen separating the river rocks from the charchol and cacti/charcoal mix....I've made a succulent terreanium or at least have tried to)
