Cutting back old foliage on evergreen perennials

I'm wondering if it's advisable to cut back old foliage on evergreen perennials that has gotten ratty from the winter. I have hellebores, geranium macrorrizhum and a couple kinds of heuchera, and all of them are looking a little ragged by now. The foliage looks sparse and beat up, with a lot of leaves laying flat on the ground. The hellebore in particular seems to have suffered some winter drying where the tips of the leaves are brown and dessicated. Can I cut these back to the crown or is there another way to handle?
