Will cutting large plants off at the ground eventually kill them?

We have a yard we want to put a fence around. Unfortunately sometime between 10 and 40 years ago someone planted some kind of brush all along the property line (you can see them in the background behind the banyon and pepper tree). They are about 12-15 feet tall with stalks in the 2-4" range. We have discovered that aside from wrecking the entire yard; having them dug out would be expensive.
I would like to know if anyone knows - if we cut them all, brush and pepper trees (not the banyon), off flush with the ground and keep the suckers cut, will they eventually die.
