Leak in foundation wall

Our finished basement flooded this winter after torrential rains. The water was coming in one wall on the uphill side of our house, which is on a sloping lot. We took out the old wet drywall and discovered that the water is coming in at the point where our water service pipe comes through the foundation wall. We are planning to dig out the wall outside the wall to expose the pipe, and then patch the hole. We are wondering if anyone has a recommendation for a product that would seal up the hole and adhere both the cement and the pipe.

Thanks for any help you can give.
