Hiding bulb foliage: suggestions wanted

Hello, last fall I added a river of 2000 closely planted bulbs: tulips, narcissus and muscari. This spring, I'd like to plant a narrow border of perennials in front of the bulbs to hide the foliage once the flowers are spent. I'm new to gardening (I've only planted trees and shrubs so far, perennials are next), and I would be thankful if anybody could suggest plants hardy to zone 3 that lay low in early spring but grow quickly when the bulbs' foliage becomes yellow and ratty.
