No Growth on 7 Month-Old Boxwood Cuttings

Hi, I have about 30 boxwoods that I planted from cuttings in mid-July. They have been kept inside during the winter. They are in a sunny room, but no supplemental lighting. I have them in 4" square pots under a dome. They are nice and green and look healthy, but I have not seen a single sign of growth, not even a single new leaf. I know they probably didn't have much for roots until mid-October and by that time maybe internally they know it's not the time of year to be putting on new growth. But still, I keep thinking of should have seen something by now. Is this normal?
