How necessary is special winter care of houseplants?

Maybe someone can straighten me out here - I keep reading about the different care requirements of plants in the winter (less water/fertilizer, slow/no growth, etc). Can anybody clarify whether this is triggered by environment, or just how plants generally operate no matter what conditions they're in?

It seems to me the temperature inside a climate controlled house (mine, anyway) really doesn't fluctuate all that dramatically from winter to summer. Is a max span of say, 10 degrees enough to make the difference? Are there other factors I'm overlooking? I never developed any strict rituals about seasonal watering/fertilizing, and I don't see any huge difference in my plants' behavior. (Then again most of my plants are pothos so maybe they aren't the best indicator.)
