Basement framed without insulating...demo or insulate around? Help!!!

So, we had a delay in our siding, so our builder decided to start framing the basement without first finding out how we are are planning to insulate it (we want a more energy efficient house than our builder normally builds) - He'd used fiberglass batts if we let him. The basement will be finished and we were still deciding on a type of insulation. We were leaning toward covering the walls and concrete subfloor with XPS (2" on walls, 1" on floor). Right now, the outside permitter has studs and a treated 2x4 is running around the perimeter on the floor (it is glued with construction adhesive). He has also built the basement stairs (no landing or anything). Should we have him demo all of the studs (which he will of course charge for) or just insulate around them. I want an energy efficient, DRY basement! We are in a climate with very cold winters and humid summers. Thank you!
