What paint techniques or finishes do i need?

We have a very small powder room and we've put up faux tin tile paintable wallpaper on the wall behind the toilet - just to add something of interest. The rest of our house is white/grey/blue/turquoise/indigo colors. I'd like to paint the faux tile wallpaper an indigo blue to match the rug from our living room.

You'll see it is a dark blue color but has a washed/vintage/shimmery look to it, with color variations depending on the angle you're looking. It's not just a flat blue rug. Similar to this: http://www.westelm.com/products/hand-loomed-shine-rug-blue-lagoon-t1807/?pkey=crugs-flooring%7C%7C

I would like to paint the faux tile wallpaper a blue - but not just a flat blue. I'd like it to capture some of the depth/shimmer/variation that these rugs have. I can pick the right blue color - but what paint techniques should I use to accomplish this? A shimmer top coat? Pearlescent top coat? Something mixed into to the blue? I have zero idea, so appreciate guidance on basic steps plus recommended materials. Thanks!
