Eumundi Quandong problems

This Eumundi Quandong (elaeocarpus Eumundii) was planted over 2 years ago and hasn't grown at all. The leaves are brown and dry on the end half. It seems to be stressed but I can't work out why. It's been like this since about 6 months after I planted it. I bought it from the same local nursery as I get all my other plants. The tree is located in the Tweed Shire about 200 metres from the beach but does not get direct salty winds. It's watered 3 times a week and also gets quite a bit of rain and is growing in a 200 mm deep organic soil with pure sand below. It's mulched over the top with tea tree mulch and sometimes a few grass clippings. I've also tried throwing kitchen scraps around it. It gets sun for about half the day. Seasol, and Powerfeed and Charlie carp didn't seem to make any difference. Just about everything else in the garden is growing extremely well but not this poor guy. What's wrong with it and how do I fix it?
