Licking between toes

My Westie persists in licking between two toes, the toes on the right side of his left paw. I don't see a sticker or cut, but the skin is quite pink. I've put Vaseline and Neosporin but haven't been diligent about it. His feet are washed daily with a hypoallergenic shampoo because they get gritty and dirty running in a field.

I would like to try at home before taking him to the vet since it isn't constant licking, no bleeding, lameness. I wonder if this is a self-perpetuating issue which might have started with a small injury.

Anyone have any suggestions to soothe the skin and settle this down? Shall I continue with the Neosporin, maybe 2X a day?

He is not bored, gets plenty of daily exercise, and eats a quality kibble.
