Rose/garden protection question

We've had quite the fall! Here it is the middle of November and the ground isn't frozen and the two small snowfalls we've had have melted. Odd for here but I won't complain. This will apparently come to a screeching halt later this week. Common knowledge is that you're not supposed to apply your winter protection until the ground has frozen. However, much cooler temperatures and a couple of inches of snow are predicted for later this week. Do I wait until then or rake on the mulch (leaves) now and take my chances? If the coming freeze was gradual with no snow, it would be an easier answer. It doesn't look like there's any chance of this snow melting and making it easier for me!
