I'm assuming you are in CA. since Ceanothus maritima is not common outside that area :-) And since ceanothus is very drought tolerant once established (actually dislikes routine irrigation), other very drought tolerant natives would be appropriate. I'd consider manzanita (Arctostaphylos species), monkey flower (Diplacus longiflorus), native penstemons and salvias, Zauschneria and native Stipa or Carex for a grassy effect.
btw, these are all pretty much full sun plants but will tolerate some light shade.
