Questions about starting my lawn over next year

Due to my lawn being 50-75% quackgrass and a large patch of grass being damaged due to grubs, I will be killing my lawn next August and planting new KGB/rye/fescue (I live in eastern MA). My question is, should I bother with a winter feeding and fertilizing next year? I used Milo Labor Day weekend this year and after about a month noticed a huge difference in the remaining grass I have but most of what I have left is that awful quackgrass. Is it worth my time and money to do anything other than mow next year knowing I'll be spraying everything with Roundup and planting new seed? Also, when would be the best time to do a soil test so I can do any soil amendments needed before starting my reboot project? Thanks
