Tuck-under Garage Repairs & Improvements?

I've got a bit of a dilemma - my 80+ year old house has a small, tuck-under garage with a door directly into my basement. The driveway is narrow, curved, and has it's sole drain in the middle of the garage floor (instead of a long, skinny drain right outside the garage door, as I think most are done now), which means all rain / snow is directed down the steep driveway and essentially into my basement garage (although the "real" basement below the rest of the house doesn't flood with any of the water, thankfully). My plan was to save up and eventually look into redirecting the driveway to be a bit longer, so it doesn't have to be quite so curved and steep, and at the same time, to have the drain system redone in the garage and drain tile installed throughout the rest of the basement (again, currently no water issues in the main basement, but I want to prep it to eventually be finished). Well, so much for plans - the retaining wall on one side of the driveway has started crumbling, and I'm honestly worried it won't last through the winter and spring (much less a few years while I save up for the "bigger" project). I don't want to put $5-10K into rebuilding a retaining wall just to completely redo the whole setup in a few years. Also, I just realized my car won't actually fit into the garage (idiot me checked the width but forgot to check if the garage door was tall enough when the short length and steep angle of the driveway were considered). My question is two-fold: 1) If I want to look into the whole re-direct-the-driveway project (which would include reworking the drain system, seeing if it's possible to either lower the garage floor or raise the height of the door, and rebuilding the retaining walls), who the heck do I call for a bid? Masonry experts, basement remodelers, garage door folks, or just a general contractor? And 2) Would it be cheaper just to fill the whole thing in (replace the garage door with foundation), extend the basement into the existing garage space, and eventually build a new detached garage (I'm in an old, urban neighborhood, and I'm the only one in a few block radius without a detached garage off the alley)?
