Help growing both old roses and hybrid teas

Currently I am growing both old roses (David Austin) and hybrid teas. But they are BOTH growing in a rather bizarre way. I live in Maryland near Washington DC so we suffer both cold and dry winters and hot humid summers. Because of that, blackspot is an eternal problem. I've been having some success with wettable sulphur and Bayer Systemic Feed and Disease Control. BUT the main problem I am experiencing happens late in the summer AFTER the blackspot blight :: the roses start putting out incredibly long stems (sometimes as much as 8 or 9 feet) but the stems are pencil-thin and seem kind of limp... still plenty of leaves so I hesitate pruning them since I hope the leaves are providing strength to the plant. When the following year rolls around, the plants seem to put out weaker and weaker shoots... thinner. Help.
