New leaves all wrinkly. No idea why

Hi. First time poster longtime lurker on this forum. I am new to growing chili.

I have been growing these thai chilies I got from a vacation awhile back. They were growing fine and fruiting with no issues. about 2 months ago I had to trim the whole plant back because forgot to water them and most of the plant died. They regrew new branches no problem but recently the new growth are all wrinkly.

I currently live in Hong Kong and the weather here is similar to
Miami. High in the 90s and low in the 80s at night with high humidity. I put them on my balcony and always in shade. I use a slow release tomato fertilizer. And I water quite often and not to mention we have typhoons here where there would be raining for a week or two.

Anyone have any idea why? Thanks in advance.
