It sounds like seat switch/ wire connector is either faulty or not being activated due to a bracket issue. The PTO switch itself will fail at times as well. The switch has the safety lines running through it, so it can act like that. But, if this is not the case- there could be a mechanical reason such as something with the deck itself being not able to turn. An easy test would be to drop the primary belt off the clutch itself and retry.
