is it okay to put used potting soil on beds? or green waste bin?

Hello all!

I see from doing a search that there is no practical way I could restore the structure of my used potting soil myself, right? (It is all old bagged stuff from the big box store.)

Since I live in a big building which has flower beds, should I offer my used potting soil, to be put somewhere? Does Mother Nature have a way of recycling this stuff? What *does* she do with it?

Or, is it better to put it in the green waste compost bin at my friend's house? I imagine the City does something with it.

Just curious -- there must be a way that it gets used again, somewhere, somehow, right?
