It is aggressive as ken seems to suggest, but it can be a great plant and the hummingbirds love it. It has a long bloom time too. Just research carefully where you want to put it ... the same as you would do for any plant!

Possibly Euonymous fortuneii aka Winter Creeper but I don't know where it's growing so might be totally wrong.

It could be a honeysuckle but I am leaning more towards Polygonum baldschuanicum. It would be helpful to see more of the plant and more mature leaves to be certain. As to whether it is poisonous, the honeysuckle is slightly but no more so that hundreds of other plants you probably have in your garden. More important that toxicity is the fact it will smother your Indian hawthorns if left to grow.
