It is extremely difficult to ID peppers by pics of the fruit alone. Many look so similar. Normally you would have to see the whole plant and of course taste/heat (though some are so hot it can be dangerous to try) helps ID too. The best you can really do is categorize by type ie a poblano type, a hungarian type, a red bell type, etc. You can try re-posting on the Pepper forum and some people might give you good guesses, but for most peppers an exact ID is truly difficult. My first thought is in line with habjolokia and nc-cr. If it is the one she's referencing, my notes (which I think are from Wikipedia) indicate this variety has many names: Christmas Bell, Uba Tuba, Balloon, Pimenta Cambuci, Campane, Cambuci, Nepalese bell, Aji Flor, Orchid, Bishops Crown and Bishops Hat to name a few. Unusual pod shaped variety believed to have been transferred from South America to Europe by the Portuguese in the 18th century.

I am not sure what is killing your plants but if you want an economical and permanent solution go to ARBICO they specialize in beneficial insects. buy a three pack of praying mantis egg cases. put one in your yard and one for your nieghbors on both sides. each case hatches about 200 manti. they eat every bug you hate and after their life cycles lay their egg cases. so now I have an ongoing population of manti. I grow vegetables, tobacco, bonsai and collect rare tropicals. I live an hour north of death valley we have harsh freezing winters and blazing hot summers manti can handle it so I am sure wherever you are that they will thrive their as well. also consider ladybugs as these beasts also eat everything you hate. however once they have cleaned up your yard they move on to somewhere else to find more food. I grow a lot of chilies and never had one to rot due to the discolor I see in your image. Chilies like full sun and fall is when I have the best yield. This is from last fall; if you look close you can see the same discoloration on my Hot Hungarian Wax in the bottom right corner. I usually let them turn red but I had to harvest them before a hard freeze, you can see some of them are orange and starting to changing. Also note the date stamp, it was December.
