Annual Weeds Blanketed My New Beds, Mulch?

I dug a very large area, like 40'x120', for grapes, berries and vegetables. This spring and early summer, a lot of annual plants (weeds) came up and covered all the newly dug garden area. I normally cover the garden beds with aged wood chips. But I did not cover since the soil has been wet and I prefer to keep the soil clean and possible diseases from the composted wood chips.

Now, if I pull all the annual weeds, should I expect them again this fall? I know some may come up again next spring, but may not be this much.
