Is there harm in leaving fire blight ravaged stems on a tree?

I have a neighbor who has a japanese pear tree. It gets fire blight every year. Since the stems are too high for her to prune out she leaves them. The tree looks pretty bad with about 30% of the stems looking burnt. The rest looks healthy and has fruit maturing. I have also seen it on 3 different flowering pear trees in my neighborhood. People dont prune them out.

Is there any harm in leaving the branches on the trees?
