Compost question

I re-filled all my beds with new compost last fall. the compost i got was from the county and i noticed a lot of small slivers of wood in it. My vegetables are not doing as well as they usually do. I think i may have some sub-standard compost. My question is...is the presence of small wood chips in the compost an indication that it was not ready or that there may be a problem with it?
