Mower whines burns and Belches smoke on blade engagement

I just had a new belt put on my craftsman riding mower. The mower is at least 10 years old.

Sometimes (maybe every third or fourth time when I would engage the blades theres a loud whine and grey smoke and a burnt rubber smell. I immediately disengage drive a few feet and try again and no problem.

I thought at first the blades were bound with grass cuttings and it was somehow causing the blades to bind but it doesn't always have grass cuttings under the mower every time I have the problem

Is it just tight because it's a new belt and will stretch a little with use? Any ideas on what's causing the problem?
