New Construction - What size HVAC unit in Maryland

Hello,
We are building a new home in Maryland. It's 2 stories, 2800 square feet plus an unfinished basement. According to the information we were given prebuild we were supposed to get a 13 seer 3.5 ton unit. This was all just installed and they only gave us a 3 ton unit. The builder we are using is not custom (we weren't given a choice on what size we want), we weren't even supposed to be given the sheet with the information on it, but we asked for it so the sales rep gave it to us. Is a 3 ton unit big enough for our house? I'm waiting to hear back from our PM and I want to know if I should press the issue should he come back and say the 3 ton is the right size.
