Pinus sylvestris 'Gold Coin' diseased?

I live in Oregon and bought a Pinus sylvestris 'Gold Coin' tree from a local nursrey last November. A couple months ago we noticed needles turning brown but thought it was from the freeze and not enough water. About two weeks ago we noticed it was producing cones so we thought time would heal it. However, about 3 days ago my wife noticed this growth or larvae on the underside of a lower branch. I'm afraid it's a beetle and that it may infect our other conifers. Can we treat the tree and if so how? Or should the tree be removed?
