Plumeria not returning following winter

Hi everyone,

I live in Israel. The summers are very hot and dry and winter can get cold and very rainy. I have seen many plumerias growing here, so I thought I'd give it a try. We bought a 3yr old plumeria last winter (Jan/Feb 2014) and it was a warmish winter last year. The plumeria had some growth but never produced a flower. This year we had very cold temps. They dropped to the low 40s high 30s at night for a few days in a row. My 3yr old plumeria dropped all its leaves within 3 days. It is in a very large concrete planter 2-3ft in diameter 3feet high and is in a sunny location (South East exposure). All of my other trees survived this winter (and my herbs and plants as well), and have recovered very nicely, but the plumeria still is leaveless. it has these tiny baby leaves about .5" long at the very end of the branches (some are red in color some black) and a tiny bit of green branch growth, but I expected it to bounce back now that the temps are 70 in the daytime and over 50 at night.
