Tomato seedlings with white spots and black powder

Hello, fellow gardeners;

I started tomato seeds 3-4 weeks ago and they just started growing "true" leaves. I use a self-watering tray with a mat in the bottom that stays wet and keeps soil moist. I may have overwatered at some point and noticed mold growing on the mat (which I cleaned with a bleach solution and scraped off any visible mold from the top of the soil). Then I also noticed these white spots with tiny black dots (look like either mold or insect droppings?) on a couple of seedlings. I can't see any insects on seedlings. Are those black dots some sort of fungus? They are not within the leaf but rather on top of it. Do I need to get rid of those seedlings to prevent disease from spreading? The white spots are indented a bit compared to the rest of the leaf.
