Hoping for some advice about supplementing natural light with an LED

I live in the middle of DC and happen to have a small patch of area where I can garden. I'm trying to grow vegetables that are shade tolerant. Lettuce, spinach, onions, carrots, various herbs. The major problem is that we are bordered on three sides by 2-3 story apartment buildings. As far as I can tell we don't get any direct sunlight. We do, however, have a floodlight mounted on the wall that shines light directly on the garden. It is about 10 feet away. Currently it has a 100w halogen bulb in it. I was wondering if my plants would benefit at all from something like this or this or is the light too far away for it to help my plants? Here is a picture of my "yard." The flood light is the white thing near the top of the door on the left. Thanks for any advice!
