Carrier Greenspeed Heat Pump with Generalaire Humidifer Issue

Got a 4 ton Carrier Heat Pump with fan coil installed this winter. Also at same time, contractor installed a Generalaire model 1099 whole house bypass humidifier. It is run by the Carrier Wifi thermostat. So far the humidifier isn't keeping the house humid enough. We are getting anywhere between 27 to 32% humidity. House is 2800 sq ft, and bypass humidifier is sized for a 3000 sq ft house and is 19.2 US gallons output.

Humidifier has water running in it, appears to be operating as per specs is turned on and the Carrier Wifi thermostat humidity required level is set to 40% humidity but usually showing current status as 28 to 31% humidity.. The continuous fan is set to auto and is turned on when the system calls for humidity.

Noticed that sometimes the fan does not come on automatically as it is supposed to when the heat strips are involved, but seems to work pretty consistently when the heat pump is working and heat strips locked out. Also wondering if something is not working with the Carrier Wifi thermostat as that is what determines the humidity need.

Is it possible that there is something in the greenspeed heat pump/fan coil operation that isn't providing enough pressure to run the humidity thru the ductwork?

Contractor has been out twice and is stumped. Humidifier Unit has been changed out just in case but same results.
