Peonie won't bloom

My mom dug up an old white peonie at an old home site many years ago. She planted it right next to the garage door. It only gets only afternoon sun. It always blooms and grows huge. One spring she asked me if I wanted it. I dug it up and had a circle of ponies about a foot across . I planted them at the same depth in my front yard in rich dirt and full sun. I deprecated them into three plants. They only grow about a foot tall and make very small flower buds that never open. The plants are spindly and week. I have had them four years and the mother plant at moms house came back from some pieces I missed and is huge again and still blooms big white blossoms. What is wrong with my peonies????
